This patch implements crn 390, 391 and 392

(1) Modifications to the IEEE protocol

(1.1) Automatic device sampling when SRQ is set

In autopolling mode, OASIS-CC automatically executes a sample command on a
device if (a) The device has asserted the SRQ line; and (b) No decomposition
of the device status byte is defined.

(1.2) Debug_Level

Users can now control the output of some information event messages generated
by the IEEE task (mainly in relation with OASIS-CC finding that the srq line 
has been asserted).
