I checked the contents of the file NEW_SPIN_AXIS.MERG and find that the rotor 
kernels used to create it are the final orbit rotor kernels. The program used to make it
(DISKH:[GLL_RAW.SOFTWARE.CU_SPICE]Z_AXIS.EXE) apparently does not use the spacecraft
position to determine z-axis.
