Operations Change for MEGS-B and MEGS-P

The MEGS-B exposure is being reduced from continuously down to 15 minutes per day. The MEGS-B detector is showing signs of degradation that is more rapid than anticipated. Reducing the MEGS-B exposure will preserve the detector while this issue is explored further.

This issue also affects the Lyman-alpha measurement from MEGS-P, since the two channels share a filter mechanism.
